White line is on rocks and tile. Here is Vegas we say drain the pool every 5 years to remove the hard water. Its a maintenance issue. If you can control the hard water with acid then you minimize the white line. Not easy but it can be done.

That lath is tied too close to the rebar. You have no coverage on the rebar. Install chairs so you can get 1.5" of coverage. This will crack and fall apart. Its like pouring a driveway and not lifting up the rebar as you go. What the point of having rebar then?
