As an owner of one of these cars I really don't want it messed with. Whatever the final fix is will both cut the efficiency and ruin the 'peppy' feeling the car has now making it worthless to me. $5k, fuck that, buy it back or leave it the hell alone because my resale value is shit now.

If your OHV's are RV plated (small plate that is motorcycle sized) with an OHV sticker there is no need to get the "Out of state" OHV sticker. If they aren't plated there are numerous places around PHX where you can get one.
