Per Google maps, that route is actually about 1 mile shorter than 15 - 40 from OC to my place in near Needles. It's longer in time due to speed limits and towns. That difference can be made up depending on the traffic.

Sigalert.com is showing dark red from the 10, to almost the 215 Y. It's goes yellow briefly just before, and then is orange over the first big hill, yellow turning to green as you descend towards 138. Then you're green... A little more yellow at 395... then green all the way.
