This is not the first time I’ve heard of this happening on a viper motor. You are sure it split the filter housing and not just leaking around the o ring gasket?

If you’re getting a Mercury Racing engine rebuilt and you’re interested in it holding value you need to use an engine shop that is also a Mercury racing certified service center/dealer. That should narrow the list down. There are a lot of engine shops that do really know what they are doing...
If you are getting spark but not injector pulsing while cranking it is likely an ECM issue or harness issue.
Check for 12v on red wire to injectors. Blue and green wires are bank one and two pulsed ground to fire injectors
Its in the intake manifold near the distributor. 3/8" npt brass sensor with a 2 wire plastic delphi weatherpak connector. Very common for them to get crispy.
Its reading the air temp after the intercooler.
you really need to throw a scan tool on it and give it a quick once over.

green shield is not USCG. There are a few options for USCG with a proper teflon barrier that can be used with push lock or barbed fittings. Push lock is also required to have a crimp fastener (even though it might not actually NEED it to stay fastened)
in all sincerity, not judgement of habits cause I drink too.. You might want to get a blood panel done. Being affected by smaller amounts of alcohol can be an indication of something else going on.

You have to final tune a carb in the water not on the trailer. It trying to die when cold means it’s probably a bit lean AND idling too slow when exhaust is submerged. But if it never dies when it’s hot then leave the idle mixture screws...
it could be that the engine is idling too slow when the exhaust is submerged in the water... or the air idle control (IAC) valve is no longer working if its an MPI...
or there could be nothing wrong and its just the exhaust reverberating with the water level and swim step

I think Ideally you would want to be in between that bullet cam and the 525 Cam. The bullet would be good for the inches and heads but with a 1050 dominator and better exhaust.
The 525 cam is only 236/242 duration (if Im a couple digits off forgive me) REALLY small for a 555 with a big ass...
