If you FF to 1:34:00 they have public comment, two people get up and speak regarding the immigrants. The first lady is a bit vague but she alludes to "stories", the second guy talks about incidents (though to be accurate he never says the words "they are eating pets") involving domestic animals. Someone from the dias says he's heard the same but has no proof. Take that as you will.

Based on the last 10 minutes it doesn't sound like Springfield is all that great right now and the City government is powerless to do much about it.
