Not knowing the elevations of the buildings in question, if the assassin was on the other side of the roof peak, they may not have seen it until he was in position to shoot.

At a minimum, they should’ve had some kind of law-enforcement on that roof considering the building. Was that close to the venue?

More disturbing is the BBC interview, did law enforcement not hear people screaming there was a man with a rifle on the roof?
