Yes, presidents have given out preemptive pardons before. The most famous is Ford pardoning Nixon.

Pardon's are a critical part of checks and balances. They serve as a check against the legislative and judicial teaming up.

He should not be allowed to just give out pardons like Oprah gives away cars. Who is putting these documents in front of him to sign? There needs to be some oversight here.
