How can the president give out a pardon if the individual has not been charged with a crime. If he gives out a preemptive pardon, it must be something he knows that individual is guilty of or has info that will come to back bite him in the ass. No President has ever given out a preemptive pardon before - can congress stop Joe from giving out all these Get Out Of Jail Free cards?

Yes, presidents have given out preemptive pardons before. The most famous is Ford pardoning Nixon.

Pardon's are a critical part of checks and balances. They serve as a check against the legislative and judicial teaming up.

can they be abused? sure, any power can....

Congress cannot stop him, it's an explicit power granted in the constitution.

Joe has already been deemed mentally incompetent to stand trial, but yet he’s able to run this county and make decisions that affect every person in it. He should not be allowed to just give out pardons like Oprah gives away cars. Who is putting these documents in front of him to sign? There needs to be some oversight here. He’s giving more money to Ukraine, he just gave a billion dollars to some country in Africa, but yet American citizens affected by the hurricanes are begging for help and those in Maui still aren’t getting any assistance at all. This guy is a real piece of shit as are those around him. I feel no pity for him in his condition.

When these pardons happen before criminal charges is it going to open the sheep’s eye. It will prove your government cares so much about it citizens that all the people involved in the crimes against humanity should be hung on the town square. Interesting the constitution guarantees that nobody could legally do what these people have done yet this president will give them a pardon for doing it. With the lose of the censorship battle democrats and a few elites should be getting worried.

I said in another thread, if they pardon them everything they are accused of or found guilty of should be stated before a pardon is issued. Everything needs to be put on the table beforehand so everyone knows what they have done.
