Yes, presidents have given out preemptive pardons before. The most famous is Ford pardoning Nixon.

Pardon's are a critical part of checks and balances. They serve as a check against the legislative and judicial teaming up.

Congress cannot stop him, it's an explicit power granted in the constitution.

Joe has already been deemed mentally incompetent to stand trial, but yet he’s able to run this county and make decisions that affect every person in it. He should not be allowed to just give out pardons like Oprah gives away cars. Who is putting these documents in front of him to sign? There needs to be some oversight here. He’s giving more money to Ukraine, he just gave a billion dollars to some country in Africa, but yet American citizens affected by the hurricanes are begging for help and those in Maui still aren’t getting any assistance at all.
