No he did not. Trump's attorney kept saying that, and his base kept believing it because she kept saying it.
His ruling stated that was the valuation from the county assessor. He never opined on its value specifically, he stated that the value the Trump organization put on it for their financial statements was "unexplained and unsubstantiated".
If you read his ruling, you can see where this exact issue is addressed. The judge never put a value on it, let alone an 18 million dollar value.
But this is the conundrum, people don't want to take the time to actually read the rulings, they just take the word of a proven liar. But then again that is why the MAGA folks keep getting surprised by his repeated losses in court. More are coming.
The County Assessor valuations almost never are close to what the actual market value of the property is. In many cases it can be off by well over 10x. So yes the Judge did make that valuation. You are a moron.

If we were to use County Assessor valuations as "real world" with this precedent, +90% of people with HELOCs would be criminally charged, even though the banks made the determination as to what they would loan, and there is no victim.
