His research includes the study of the smoke trails left by high-flying aircraft, called contrails, that he believes increase

high cloud cover and influence global warming. He's also been trying to fill what he believes is a huge gap in weather research - the study of magnetics.

If you can influence the magnetic fields around the weather, then you can influence the weather, and if you can do it through magnetization you can do it far more cheaply," Stevens said.

His unique theories, the most notable of which blames a Japanese mafia for causing Hurricane Katrina, are known nationwide and his name has been spoken with varying degrees of respect. But Stevens doesn't mind.

I spray weeds too, that doesn't mean I'm flying around at 60,000 feet farting white ChemTrails Army just used large spray rigs, but at barely above tree top level and trust me, at least in that application, they weren't striving for weather modification. In Agriculture it's referred to as Crop Dusting.
Lost my best friend as a consequence of this shite. Air Force Commando involved with Operation Jungle Jim, flying missions to defoliate the Ho Chi Ming Trail, long before the US was officially in Viet Nam at all.

The weather modification attempts using cloud seeding came later. After denuding the forest surrounding the trail failed, they tried to force more rain to make it difficult to traverse --- which actually made it worse for our vehicles, Cong didn't give a shit.
None of this is fodder for a secret conspiracy story. Even the top secret Black Ops Jungle Jim mission, which besides being controversial, was an amazing display of logistics, have had books written about them.
