Thank you, that's the portion of this bill I was trying to find on the Tennessee General Assembly website and for some reason couldn't.
I believe these states are being proactive since the topic of various methods has been ongoing and referenced in numerous articles as potential solutions for the "Global Climate Crisis" (FORBES). ( I bet that terms forces you to flinch --- )
Although it doesn't give any reference to this federal "Documentation" claiming it MAY BE USED, so as you pointed out previous, more Assumptions.

The only current atmospheric weather modifying technique in current use as it has been since the early 1900's, is cloud seeding and is wholly but still can be considered as Geoengineering.

Interesting when you consider that technically, any airplane is releasing chemicals into the atmosphere simply as a byproduct of combustion.
That could get interesting.
