One would prosecute the individuals who released it to the journalist. They are the ones who are duty bound under the law.

It looks to me to be very similar to what Trump dealt with the first time. Gets in, all kinds of people say the right things to get close, and then try to run their own game plan. I do believe however here, there is probably a bit more than just a simple one man plan. It seems that our suspicions of just how fucked up everything was in government was underestimated. Good on Hegseth for cleaning house even if he "chose" them for the job in the first place. Seems to me like the common sense approach.
