What you hear on a damp morning close to HV powerlines isn't static, since static and dampness don't play well, static is on dry days, not damp ones.
What you are hearing is referred to as the Corona Discharge, here, read it yourself if you're interested.

They primarily high pressure wash the insulators, this is removed dirt and pollutants so on a damp morning or rain, the high voltage doesn't use the dirt as a conductive pathway and arc over to ground.

It makes no difference how many Patents Tesla has, I thought his coolest was his Resonant Vibrator that could shake a building apart, it had nothing to do with electricity.

Originally there were 14 of those towers, connected by walls, surrounding the business type area, and 18 churches. Some of the churches are left. One of the walls is part of the Kremlin/ Red Square area...A lot of history and architecture in the area.
