Crazy Neighbor Terrorizing the Other Neighbors

Okay, we have a neighbor that lives on a hill behind us, moved in 2 years ago, and he's pissed off that his next door neighbor & few others called the county on him for flooding everyone out by bringing dirt in for a road he made & didn't pack it down. Then he put up these train spot lights on a pole that shine right in everybody's house in all 4 directions. turns out he did that to piss us all off (The county did make him stop that shit).

About 2 months ago he bought a dirt bike and will ride it back & forth on his patio & around his house, revving it the whole time while only doing a few mph. He will sit between his house & the neighbor next to him, revving & looking right in there eyes. If he see's them having dinner or if they're outside he does it. (This is a nice family with the 80 year old MIL & an elderly aunt). This is a 2 million dollar home mind you.

The guy is a 48 year old Iraqi, married but the wife won't stay there. When she does all we hear is screaming. The county says he has a right to ride his motorcycle, which I agree, but there must be a law about what he's doing. The sheriffs say they can't do anything. Storm Water & Code Enforcement Depts say they can't do anything. You cannot imagine how crazy this is. We have shit loads of videos of him riding back & forth like an idiot all day, into the night but the county still won't do anything.

This same guy, who's married, harassed the 30 year old married lady 2 doors down, texting her, calling her, trying to have an affair.

Has anybody here have any experience with crazy people, because this guy is nuts?

Usually cities and counties have decibel levels allowed at times of day, and public nuisance laws.

If that doesn't work, call your local DHS branch. "Hear something, say something" his ass. He has "visitors at all hours" made some gesture and followed up with "Aloha Snackbar" towards the female in question.

I never thought of DHS. This guy is pure evil & definitely terrorizing & harassing. We'll look into this.

There has to be some noise ordinane...not sure if you are part of the city or unincorportated (https://www.sandiegocounty.gov/content/dam/sdc/cob/ordinances/ord9962.doc ). I have a crazy nieghbor, thought mine was bad with parties/barking dogs...Yours is beating mine by a little. Anyhoo.... I've done all i can with Police and Animal Control, the only thing i have left in the arsenal, which i am not ready for is to sue them, which is allowable from my research. But the juice is not worth the squeeze as i think they have enough people in the home to make my life harder more often than the occasional big headaches i get. These are low life Ex-Basset 40 something ganstas living in a family members owned home.. So i decided to wait it out until I become Walt (Gran Turino). Good lucky...I feel for you. By the way, how did he get the nieghbors wife phone #??

If/when code enforcement doesn't do anything, start up the chain of command or just go right to the county commissioner for your area.

Maybe he is an Iraqi refugee that was brought to the states. He doesn't know any better, this is how they do it there. Keep your cool for now.

One of our workers is going through the same thing. Neighbor is African American and racist as they come. Harasses the kids playing in the street, Put up cameras aimed at neighbors houses, blares porn on tv facing out the windows, put up political signs on top of his fence, He even built a curb around his perimeter so he can walk around his backyard and look in everyones yard. Our worker and his neighbors have tried everything and there is nothing they can do because he is legally within his rights. Our worker is renting and is actually going to sue the realtor because this guy has been doing this for years and the realtors new about him when they signed the lease. Crazy times for sure. I have one bad neighbor that I can't stand. Luckily they won't even talk to me but they call the city of me constantly for parking my motorhome and trailer at my house

Oh man....I'm actually the problem in my neighborhood. My son rides motocross so I let him ride up and down the street a few times to warm up the oil before I change it. My dad let me do the same thing when I was a kid. Anyways, there is this one crazy liberal lady that screams at us all the time when a bike starts up. Not gonna lie, we have a bunch of bikes and I'll even cruise my pit bike around the local neighborhoods. It's a blast. Anyways, she just put her home on the market on Friday so we are looking forward to a new neighbor.

As for Akmed, I would by a pit bike and cruise around the neighborhood and give him a thumbs up. He'd probably stop if he finds out that neighbors are off-road friendly or not getting a reaction. That guy won't leave ever though. It's their culture that once they buy, it takes an act of Mohammed for them to sell.

As for East County, I'd get out of there. I spoke to a couple cops in that area and it's not a place to be anymore.

From my experience people like that 'usually' tend to gas-out in one way or another. But unfortunately it may take some time.
The number one thing is to not entertain their stupidity, as tough as that may be to do, it seems to just fuel their fire.
I 'almost' had a gun pulled on me by the crazy neighbors now ex-husband.
I was getting into it with her for letting their dog shit on my lawn for the umpteenth time, and his fat-ass comes wobbling up, I could see the pistol in his front pocket of his shorts, fortunately the neighbors came out and things cooled down.
That was the last time I beefed with them.
I'd suggest documenting any crazy activity/ behavior with video until you can come up with some sort of plan, and I'd get with the neighbors to do the same as well.
Pestering the right people at the city for disturbing the peace seems to be the best route, but it's a pain.
Over the years we probably had the police come out a dozen times, they took him away in handcuffs a couple of those times, but usually nothing became of it. But t. hey did quiet down
It got to the point of the cops just parking a few houses down and not even going to the door. One time my neighbor and i walked up to the cop car and said, "Aren't you guys gonna do anything ? . . .can't you hear that shit??? . . . at least tell them to quiet the fuck down" . . . which they did. But eventually they quit coming all together.
Unfortunately nowadays, it seems police are less likely to get involved in things they don't HAVE to.

Red Ryder BB guns are great.

You can buy targets for them and they can shoot in the backyard. The targets are usually round... similar to spotlights.

They also break car windows. I found that out when I was about 14.

That's like the asshole brother-in-law rule.

Everybody has one, a total dickhead that borrows your tools while you're out of town and loses them. He comes over to your house to watch the Super Bowl, gets too drunk, and throws up on the nachos and little sausages in BBQ sauce. He walks across the bow of your boat with sand on his feet, and scratches the gelcoat.

If you don't have this problem with your wife's brother, then YOU'RE someone's asshole brother-in-law. Get help.

And then people wonder why I live where I do..... I don't have neighbors near me. The alfalfa field and the pear orchard are actually quite good neighbors. The one side I have them, I have my shop and outbuildings between them and me. It also helps that I am their landlord and if it gets too wild they will be looking for somewhere else to live.

These are tough problems to deal with and are rarely solved to everyones satisfaction.

The main thing to consider is to report criminal acts and ignore/live with non criminal things.

It is very easy to become obsessed with trying to document what this clown is doing or running counter ops. It just becomes a waste of time and will consume your life. You also run the risk of getting jammed up trying to retaliate. Low level crimes and city codes won't solve this and a civil case will cost you time and money.

Unless it's unbearable, you will just have to live with it or move. Probably not the answers you wanted to hear but its reality. Good luck.

Best to ignore. It sounds like the neighbor is bearing the brunt of it right now. If he was doing that motorcycle shit to me I would be super tempted to slip something foreign into the gas tank. Its a risky move but war is war

Shitty spot to be in and impossible to armchair quarterback. It's easy to say what to do when your not the one living it, not sure how I would handle it, never been in that bad of a spot, good luck.
Neighbor Kid yelled Fuck you one too many times when I asked him to slow down on our previously unpaved road as he went by, he took a Bud Light can to the side of his face and I tried to punch him through the window but he sped up spitting me out, had a bunch of neighbors in my driveway who thought I was 5150, too old for that shit now.

Honestly... your only option is to somehow get even... which means you have to stoop to his level.... which also means you both lose. Have you tried approaching him with a glow stick tied to your yoohoo?
