Edit: So I did a Google search, if the interweb is correct, it appears to be a combination of the granular size of the sand being very fine, and the presence of tar caused by natural seepage of oil from he ocean floor. Beaches with more course sand are less likely to be as sticky. Always wondered. Now I know.

It's $30 a year and it's called a "Compliance Fee" according to my invoice it looks like it started in 2023, so I was back charge for 2023 and then also paid for last year2024.

Maybe I missed it, but how much is the state fee, and what are the smog shops charging to inspect diesel’s? I’m assuming it’s strictly a visual inspection?
I'm thinking the same thing, just an inspection, there are mobile guys and or a smog shop, I use Fleet Services in Anaheim and while responding to your question I made a call to help answer your question as accurately as possible because that's what we all do here @RDP. 😃

The test is through the OBD.

I live in Tucson which is in Pima county and it is not just Diesel motorhomes but all diesel vehicles are smog checked yearly. My 2001 National RV with a 3126 CAT in it gets smog checked every year and it is a piece of cake. Drive up and they check a few things. Do a snap test and pay the $12.25 fee. Never leave the driver seat. Same thing for my 2018 Ram 2500.

First year I did the motorhome I asked the guy if diesel motorhomes fail smog check often and his responses was in all my years I have never seen or heard of one failing.

Also it is not a Pima county requirement but a city of Tucson requirement. If you live in the surrounding area like Marana, Oro Valley, Vail, Sahuarita, etc. there is no smog check requirements and all of those cities are in Pima County. My mom has a house in Marana AZ as well as lots of friends and they verified they do not have a smog check requirement to renew vehicle registration. I plan to register my ram there when I get around to deleting it.

One of my friends RV will need a $10k particulate filter installed to comply. It's a $25k rv. Sent in his registration renewal and got the letter back. He paid the registration and has proof, so he's driving it to Montana with expired tags and it will most likely return with Montana plates.

First I am not sure CARB is a legal organization.
Second Fee's issued from a tax supported organization may be double taxation.
Third, a Fee is a tax that was not voted on by the public or our representatives.
We went thru this a few years ago with the utility fee that a lot of cities instituted, when these were taken to court they got overturned.
Maybe it's time for the truck companies and us to band together and file lawsuits.

Agreed, you'll spend more on fuel than you will for the whole process. However if you need an excuse for a vacation, it's a win/win.

It's an older rv and has been owned outright for years. Trip was already planned. They are retired and both have health issues. This is their last trip most likely. Just another kick to the nuts for a retired CHP officer.

From what I have heard 250's are ok for now. 350's may get the letter in 2026.

It's been years since I did the Montana LLC thing, but you have to transfer ownership of the vehicle title to an LLC and that may be an issue for the lien holder. I never did it for anything that I did not hold title on. The service companies are pretty good at explaining the process. I've got to do one for my son in a couple months, but he has a Montana address, and owns his vehicles so I anticipate a different process.

FWIW years ago when I did the LLC I owned a online store and we had a warehouse in Riverside California, it created Nexus and enough complexity that we shut it down. I'm not confident based on past performance that California is going to accept continued use of Montana LLCs by California primary residents as a loop hole to avoid regulations and tax. Do your own due diligence.

So it’s not a visual if they are plugging in just like a traditional gas engine smog check. And $200, or $100 per year, plus the $30 fee! Ouch!

If paid off, makes the process easier.

If you have a note, your LLC needs to buy the RV and make the payments. So now your LLC need to show income. This starts to become a PIA. LLC must also have bank account to pay registration from.

My new RV will not go into my LLC to start (has a note). Multiple reasons why, but dealer gave me better deal if I used their financing. So, in 2 years (when current state registration is up), I will refinance the remaining about due, using a personal loan (not attached to RV), so title is clear. Then transfer RV into LLC.

That's odd, I've got a 96 F350 7.3, originally a Texas truck, with a cat.
And a 95 F250 7.3, original AZ truck, also has a cat. Brother has a 99 (May of 98) super duty F230 7.3 also has a cat, California truck.

Thats weird. I have 3 7.3's 99-02 and none have cats. Don't know that I've seen any that do? Especially pre 2000.

One of my 2021 Freightliner Tow Trucks was flagged " Not Carb Compliant" on the last overpriced DMV renewal, was sent back with only the Non Compliant not, then figure I was lucky to be picked out to be smog tested, Found a shop $200 cash only, I asked him now what? He said "He has no idea" Called CARB and they told me to register on their site... Still waiting for instruction on what's next.... Feel bad for all guys that deleted...

2011 and newer will have to be plugged in like current OBD2 systems.

I’m not sure if the Montana thing is still working. I could be wrong but the firm that my dad had his Montana LLC registered through basically told him that the state is putting a stop to it and can’t do it anymore. He closed the LLC and put everything at his AZ home address. Again this is just his situation, maybe others can still get it done

Typically yes and much easier.

My RV has a loan, but it's loaned to my LLC as guarantor and you do pay a higher rate to have this done. Not sure how how this would be done unless you sold it to your LLC but you would still need a loan broker to find a bank that would loan on it with a LLC. My bank loan is through Bank OZK....

Still alive and well... Some firms quit the game as there needed to be some gov oversite on who actually owned the LLC. Some MT LLC's are owned by multiple LLC's that made it difficult to know the who were the principles of the LLC.

The rate for a LLC is about 1.25% higher than normal, so it needs to make sense. What you do save is the sales tax and that is one of main keys... I would guess your sales tax on the new RV is around 14k and needs to be taken into consideration.

Maybe in the gas coaches.
My 2000 gasser had OBD2

here is from a websitte.

" starting in 2004, OBDII began phasing into the EPA's "heavy-duty" class (8,500- to 14,000-pound GVWR). As of 2007, all vehicles sold in the U.S. in this weight class must be OBDII compliant."

I own property in New Mexico and can use the RV snowbird laws to my advantage.
Tax is 4.3%, registration is 250 for 2 years. After 2 years I can renew registration in New Mexico without having to be a resident or transfer to another state.

I use the LLC as a legal way to avoid the unsecured “luxury” property tax BS in CA.

My ToyHauler and RV does not spend enough time in CA. Usually only days a year :)

Doesn't the law in CA say if you move a vehicle into the state you have a couple weeks to register it? Having a Montana LLC circumvents that? I remember my neighbors would have AZ plated cars and if they were around too long they would get cited. I know police don't have time for that stuff nowadays but I assume there is a risk you will get caught?


Any vehicle owned by a nonresident and furnished to a California resident for their regular use within this state must be registered in California within 20 days after first operation of the vehicle in this state by the resident (CVC §4000.4).


My neighbor has a couple cars, truck and a big ass trailer all with Montana plates parked across the street from me. But he actually used to live in Montana, LOL

My 5er has a carrier that covers MT and my father has his DP with progressive that also covers MT.

The problem I see right now is we are spending way too much money to chase insignificant amounts of pollution . For example , banning natural gas stoves , gas lawnmowers etc . Also , this administration’s agenda is electric all the way , and right now the means , no matter who they effect and cause difficulty , justify the end result . Ca just hopes you will just get rid of your diesel , your motorhome , 2 stroke powered whatever , they don’t care . Certain countries like India , China etc , negate in 1 day what it takes us to accomplish in 1 year , in terms of pollution reduction . We’re on the right track , but we can’t economically achieve it over night .

I think as long as your DL matches the state on the plate, or at least isnt CA, you're fine as far as a traffic stop goes.

As we all saw during covid, many citizens cannot wait to use the power the government gives them over their neighbors, choose your neighbors wisely.

They use the license plate readers for it now too. A friend of mine got pulled over with AZ plates in CA and the CHP had access to each time his plate had been read in CA.

When using a Montana LLC, the named officers of the LLC can drive LLC property no matter where their DL is from. A CA DL and a named officer of the LLC, you are good to do.

Where folks start having issues. Vehicle is registered in another state and DL is CA.

Then you get into snowbird laws.
Example; if your RV spends 6 months or more in New Mexico, but you live in CA, New Mexico wants your RV registered in NM. Ca does not like this, but …………

Yep. Those agriculture inspections are really LP readers :)
