Not a fan of cheap stab wire switches and plugs. Get a higher end switch and attach wires with side screws. Seen a few failures with the cheap shit. Sounds like whole house might be shortcutted. Might be worth it to have a sparky buddy go through and upgrade and inspect switches and plugs...

Dave just because power is off does not mean the neutral (white wire) up at the fan is dead. It may be a shared neutral and may shock you just like a hot lead... check with meter always. Neutral can electrocute you just like a hot, you become the path to ground. Just fyi if you decide to dig...

I have a dog that has vestibular, he has recovered to about 85%, but he's a senior. Its not common in younger dogs and you would see the rapid eye movement. It will be interesting to find out what this is. I know challenging but don't give up. You might consider consulting a specialty vet like...
