All they need to do is cross reference the date and time to any types of paperwork the department has on signing out their cars. Plus the date, time and location is on the ticket, and tickets are public records. It wouldnt take much digging to find out who this fuck face is.

If I was part of the biker group the first thing I would do is, write a letter to city notifying them we are going to sue for reckless endangerment for every biker that went pass that cloud of pepper spray for the sum of 100 million dollars. Then sit back and let the investigation go forward without say a word until all the paperwork is done and signed. May take three or four years but it will happen. Then you go into court like a hammer.
