My wife is from Santa Cruz and says it all the time.I think that's a SoCal myth. I leave here and can't remember the last time I heard someone say "hella". Maybe 20 years.

East California is called Denver.
Nor do we claim to be either one.There’s definitely a Central CA. The greater San Juaquin valley sure as hell isn’t So Cal or No Cal. It is Central
I second this. Santa Barbara is definitely the last vestige of so cal culture and even they are board line already slightly different. Beyond that it's a different feeling and culture completely.I personally think it’s the county line of SLO and Monterey. Additionally if you factor in a Central Cal, I think So Cal ends in Santa Barbara, Central Cal ends at the Golden Gate Bridge, and Nor Cal ends at Oregon border.
