My brother found this cleaning out my parents house and for several years has been trying to figure out what it is?

The only markings are: Pat (I assume patent) June 3 1913. The tan round things are wood rollers.

What is the center disc made of? Does it have any kind of edge to it?

Quick google search shows a scissor sharpener maybe? Definitely looks like it's a sanding disk?

Its kind of a paper chip board. Not metal or stone

Ive search the web and my brother has searched on and off for years and has nothing.

Musical player is another avenue?

What does it do when you turn the crank and can you compress the handle increasing the tension on the wood rollers?

Ill ask my brother good point, but the red disk is like hard paper or chip board so Im not sure it would resonate if thats what you are aiming at.

I think I'm seeing some faint lettering/embossing on the disk? If so, what does it say?

Mechanically, it looks like and will function like an egg beater, although lacking any beaters. I also thought about small wire, or twine twisting, but most all of those contraptions appear mechanically different. It mostly resembles and egg beater, except friction driven versus gears.

This gadget was in a box with some other momentous, coins, etc one other item in the box was a really old player harmonica like a player piano but the harmonica version.

Why this gadget was in with some other keepsakes I don't know LOL and may never will

The "handle" on yours looks like an improved version of the original 1913 patented version. People would improve/modify but not enough to change the intended function eliminating the need for a new patent.
