Your tax dollars at work. They are spending a couple million to check and see if the bottom has changed any since the last time they surveyed
Maybe depth and sediment build up have changed since they keep running the water high?
Global warming effecting the spawning grounds of the piranha?

It could be for something like garmin maps or like others have said it could be the government checking to see things like sedimentation, water storage capacity.

Survey Vessel. Displaying amber lights instead of the typical Restricted in Ability to Maneuver day shapes. Conducting bottom survey??

Hydrographic Survey - likely using forward and side scanning sonar. Saw it posted, they want traffic to pass astern of them. Often they're trying to hold a particular course line when underway conducting a survey. Back in the day, they never wanted traffic to pass astern of them, because they were often pulling a submerged towed array. Apparently these guys aren't. Typically they're standing by on Ch16 VHF. But, not many Havasu boats have a VHF Marine Radio. We don't.
