They arent running a basic tcp attack or anything, its a lot of botnet traffic being used. To the point earlier there was only 12 million requests to the site in 1 hour.

Your initial assessment read like wanna-be teen hackers poking around seeking validity or just practicing their skills.
The latest attack seems like a full scale invasion requiring resources beyond that of a recreational hacker. Yet, for no apparent reason other than what equates to vandalism or personal punishment directed at you. No monetary rewards, unless practice makes perfect and they're using your site to hone their skills for something bigger and more lucrative ??
Seems as though this tends to dismiss the possibility they could simply be motivated by accepting the challenge after you successfully defended their initial onslaught and decided to punch back.
Cloudflare offers some good explanations of various types of attacks. As a basically analog guy I had no idea such wars were being waged constantly over the internet.

Just as physical wars are real money makers, seems as though these digital internet wars are likewise and there's mega millions to be gained apparently waging the war as much as defending against it.
Point being, for the ones tasked and profiting from defending, there's little motivation to create the ultimate defense mechanism, well, because job security.

there is... you need to be hiding your origin server(s). its sitting there in plain sight for them to constantly attack. you also need to scale up if you want this to go away. slapping cloudflare in front of it doesnt fix anything.

and most importantly.... be humble. this "we're gonna get the FBI involved and we're gonna chop off their hands!" public attitude just makes it worse. The only reason you're seeing your site is because they're letting you. Dont underestimate the power of someone bored on the internet with basically infinite resources to drown your servers into the ground and as deep as your credit card will allow. Also no gov agency gives two craps about a boat website going offline, they're too busy looking for some guy in the Bahamas right now. The only thing online they get involved with is kid porn and credit card scamming.

FBI apparently has a program to stop international wire fraud (FFKC) over X number of dollars within a certain period of time.
