Regardless of how large of an issue one thinks voter fraud is it can be broken into two groups:
Individual, non-organized fraud. (People voting twice, not voting in your home district, filling out somebody else's ballot, etc.)
Organized, targeted district level fraud. (Mass fraud in a single area to change a result)
There is no evidence that either of the above has changed the outcome of a presidential election but the possibility exists.
A greater number of legitimate votes dilutes the impact of either fraudulent subset limiting their ability skew an election.
I have less concern about a million fradulent votes that don't change the direction chosen by the majority of the voters than about 500 votes that flip a district from Red to Blue.
