Stiff Steering???

I'm considering buying a 21' Hallett Vector and the seller mentioned that the steering is a little stiff. Does anyone have a rough idea on the cost to replace the steering cable in a Vector?

Cables are inexpensive. MIW in Anaheim stocks them. Difficulty varies on how much interior needs to be removed to get it out and how difficult the interior is to get in/out and how it’s secured if secured to anything. I’ve done a few that have been quick and some that took half a day.
