My first act would be splitting it with my immediate family, so four ways. Nice thing about Canada, no taxes on lotto wins. So we'd only have to pay the US taxes once. My overall spending habits wouldn't change.

* Build a wall. Around California.
* Put Grads in a prison yard so he could get the attention he so desperately seeks.
* Build a resort hotel at the river complete with RV/boat garages, private mega launch ramp, each room would have 3 beers on tap, all the workers would be hotties in bikinis and RDP members would stay there for free. Of course you'd have to be a member of Club RDP and there'd be an annual membership fee as decided by RD. But I'd get final word on members to keep out the riff raff.
