Nobody’s gonna win here. It’s too bad the builder and owner can’t sit down and figure it out. Whoever has an attorney on their payroll takes it.
Tried that for over a year. Just to far apart.

Assuming it is incomplete or substandard work, consider filing with the registrar of contractors.

Read your contract, if there is a contract

I hope you can compile & document all the JOB information while he was absent, you should be able to show a pattern of communication prior to his leaving and then no coms while he was gone!

Calls
Emails
Non - Progress pictures

A year is a long time !

Did any of his subs show up and do anything in his absence?

That’s crazy thinking from the contractor!

You should of sent a letter canceling contract for no show/ job abandonment

Is this contractor someone who advertises and gets a significant amount of retail business?

If so, LHC is a small town and word gets around fast on the Internet, especially with a potential call-out thread here with their business name in the title lol.. I'd urge the builder to make it right if it's really their fault.

Roc in Arizona does not mess around. We had one knucklehead in Phoenix that owed us $$$$$$ money I filed a complaint. It took a few weeks then we finally had a hearing in front of the administrative judge online. What a dope. I got all my money ,and in most states you must file a complaint with an ROC first before any civil action it’s a freebie.

At one point these bad contractors have to make a decision fix it pay up or don’t have a license. There’s too many good ones out there.
