Im considering buying a 1984 28' outboard boat. If it was stored correctly does the fiberglass degrade?

Anything particular I should look for? I usually take a scribe and poke at the inside of the transom looking for soft spots

Fiberglass won't be your problem unless it is cracked/de-laminating. An '84 will be filled with wood, not only transom but floors, stringers, seating, etc. Get down in the bilge and look for discoloration, de-lamination of glass, or rot. Poking works, but also tap with the handle side of a screwdriver and listen for a dull sound where wood could be soft.......

the boat has basically been rebuilt, he took the floor out, replaced the bulkheads, stringers, all new seats and vinyl, and he documented the re-build on a boat forum
