Anyone hear anything lately about the law passed in 2020 regarding diesels over 14,000 lbs. to be treated like the ones under that and have bi annual smog inspections? I know you can just transmit your OBD reading to the DMV or get an inspection. This was supposed to be in effect this month but haven’t heard a peep. There was word that personal recreational vehicles may be exempted.

According to one article, they plan to setup at California border crossings for out of state vehicles to be inspected for California compliance regardless of which state you are registered in. If found out of compliance you have 90 days to fix or they can impound your vehicle.

So I’ve been recruited into fleet sales for a Peterbilt dealer. Big changes coming in 2024.

That one looks like it's for light duty diesels. I think you mean this one instead, although it gives limited details and says the twice per year smog bullshit starts in 2024.

“The U.S. Environmental Protection Agency on March 31 approved two Clean Air Act waivers that will require truck manufacturers to accelerate their sales of zero-emission vehicles (ZEV), setting increasing ZEV manufacturing standards starting from 2024 through 2035. California’s Advanced Clean Trucks (ACT) rule requires that truck manufacturers increase new zero-emission truck sales to 55% for Classes 2-3, 75% for Classes 4-8, and 40% for semi-tractors by 2035.”

So we had a presentation with Cummins last week. Info is coming straight from them. Big fleets which are defined by CA are 50M in revenue and 50 trucks. 1 in 4 replacement trucks will have to be EV. 25%. There will be limited diesel engine options available for CA trucks as well. CA emissions will be required to even enter the state.

The real issue is industry research shows most trucking companies have ignored this mandate that drops January 1st and it's highly likely their yards don't have access to enough power to run the fast DC chargers. So if you need 100 trucks next year 25 will have to be electric and you may not be able to even charge them. Not to mention they have a range of about 150-200 miles. And that's likely not taking a APU or PTO/Wet kit into account.

CA has the engine MFG's by the nuts. They worked this in a way where you'll have a tough time trying to circumventing their mandate.

All this and all MFG's are still under allocation. Best advise is upgrade to the latest and greatest rig asap. This will get you deep into the proof of concept and R&D before you will be forced to go electric or hydrogen if you want to stay in the business in CA.

Nope. Old diesel Rvs don’t follow suit… yet. I’ll be out of the state by then. Summer 2024, freedom.

If it's registered in a CARB state then it should be good to go but you know CA has to make.....steal money every chance they get

I just woke up and am a little slow before coffee lol! It will trickle down to RV's eventually but focus right now is the trucking industry. But keep in mind the chassis, engines, trans & axles all come from the HD trucking industry.

Nobody can figure out what CARB has done in the last 20 years.
There will be a massive upgrade and equipment exchange happening in CA over the next decade +. It's hard to imagine cummins making room to MFG engines for RV's when everyone will be in a rush to replace their equipment asap to stay ahead of the mandate ratcheting up getting tighter. Like I mentioned they can't produce enough now and are likely on allocation for 2024 too.

This is medium and HD trucking.

Anything delivered by a truck is about to get much more expensive and take longer. The real small guys will have a hard time staying in business and the big guys will control the market in CA. All by design I suppose.

Doesn't all this go against the interstate commerce laws?
That was my first question but cummins reps and truck sales departments are not legal experts. Bottom line is the biden admin and CA wants this and it's here.

RV's will probably skate by for a while until CA gets the commercial truck check points figured out. At that point get ready for diesel pushers.

F350 and 5th wheels will be a much more attractive option is my best guess. Or better yet move out of CA.

IIRC Ensenada was supposed to have been massively grown to do just that for the left coast about 30 years ago.

But after required corruption, there was no money or appetite left for it.

With the liberal logic ruining California, it might be feasible now. If the Mexican government could grow a spine and pull their head out of their ass, they could massively improve their GDP with relatively little investment.

can you imagine the wealth that would be created if they would simply continue the CA coastline developments all the way down the baja peninsula…

From CARB website, for Diesel vehicles over 14,000 gvwr:

2013+ Model Year (MY) engines: On-Board Diagnostics (OBD) equipped vehicles

  • OBD test submission: twice per year
  • OBD test submission increases to four times per year after 3 years of two times per year testing
  • CA Motorhomes: once per year
  • On-Road Agricultural (AG) Vehicles: once per year
Pre-2013 MY engines: Non-OBD equipped vehicles

  • Opacity test submission (for diesel vehicles) and visual/functional inspection (all fuel types): twice per year
  • CA Motorhomes: once per year

I have a 2002 diesel pusher and received the registration for it that is due in December. No change to any requirements from previous years (no smog check required at all). So it appears mine is good for at least another year unless they send out some special notice. If/when that happens, NV will be collecting one more registration fee every year and CA will lose one.

same. 45' 40k lbs no def 12.7 detroit diesel. nothing on my reg about anything smog. either way im not paying it and registering it in a diff state. get fvcked CA.

I did ask, and am awaiting his reply on what this actually means for ME AND MY RV.

It looks like the $30. fee was due effective July 2023 I have no idea who might enforce this new tax.

I guess you'll find out on next year's registration renewal?
