DOJ goes everywhere. They have been working for years against local law enforcement with conjunction with the U.S. Attorneys and FBI. Basically their game is come in, investigate a department, then put in place a consent decree. Great example is this... Complaints about racial descrimination. So they go in and audit traffic stops, etc... turns out there are more Hispanics stopped and arrested (Just ignore the fact that Hispanics are the largest demographic of the area) so then they say... DISCRIMINATION.... You are not stopping and arresting enough white people... obviously. Federal Law Suits are threatened against departments, etc... Consent Decree gives them oversight and adds punishment if departments do not comply. If they aren't getting what they want fast enough, they will start opening investigations in the members of the police force and going after them individually, so they can then indict them for forgetting the context of their 5th grade ethics quiz from 30 years ago... and after they get enough hard hitting indictments like described above, they argue the entire departments culture is corrupt and needs the DOJ to change them. etc etc etc.

Scary shit is happening right under the nose of the public, who in turn looks at the cops sitting on their hands(not knowing why) and gets angry.

Short version is they want cops to respond like firefighters. I am 100% on board with that now and can't wait for my fridge full of Ice Cream and nice big loungs chairs to hang out in waiting for a call.

lol... Yes. We can also run red lights, exceed the speed limit, PARK IN THE RED, etc. I know I know.

And actually this is a great argument for 2 man police cars all the time. There is no budget for it of course, but think of the kids lives... ehhhh hmmm sorry, we don't care about kids, let me change that... Think of all the illegal aliens lives that would be saved here if a cop driving never had to touch his MDC or Radio.

On edit: On a serious note, this is where discretion comes into play. The Cell Phone laws were put into place due to too many people using their phones while driving as if they were in a text conversation with their friends while hanging out on the couch, or watching a movie instead of driving, etc. The numbers of distracted drivers causing accidents is a serious problem. Ask anyone who rides a motorcycle or drives a semi what they see from their vantage point. But you make a really good point about being able to change a channel on your radio, manipulate your AC, etc. That is where discretion is supposed to come into play. I've never cited someone who I observed on their phone if their vehicle was not moving, or if they just gave it a quick glance. I of course do not speak for all cops out there.
