i can’t find any info on this as far as limitations in Az. I did read that the MC or the RV is on the left hand side of the plate, My MC is in the middle. Seems to me , I have a MC plate, I can drive on the street as much as I want, I know is Cali, you need to be 500cc to go on the freeway. Some have Said that I’m limited to 5 miles on the street, others have said don’t park on the street you’ll get a ticket. I can’t seem to find any limitations.
Any havasu law inforcment on the board?

It’s pretty straight forward did you register it for full street use and off highway? Should have two stickers.

California regs:

under 150CC= motor-driven cycle.
over 150CC= motorcycle.

150CC 0r bigger can go on freeways.........

According to my neighbor a HAVASU Pd. They don’t go after that 0r look for that.... he has the limited street use on his rzr.

however if your messing around you might get stopped as an excuse to make contact

The ticked for “limited” use is hundreds of dollars supposed if they get you running to breakfast in your SXS. The MVD people discourage it and recommend the full use registration.

Makes sense that cop would.. I thought he was gonna taze me for driving up his driveway. :)

At the MVD they said with limited you can go get gas and drive across a road, but very subjective it sounds like.

I got the full deal with my RZR, it was about $270 for both.

I use the RZR as a second car when we are there, so I didn’t want to mess around.

That’s what I’m asking, what is limited use? I was at mvd this week, and they could not answer.

You guys with “full boat” how are your letters arranged on your plate? And, you have a OHV sticker too, correct?

You have to get the OHV sticker no matter which plate you get.

Your OHV sticker allows you to "cross" State Trust land without the permit (see 28-1176 D. and 28-1177 F.) - but the moment you do anything but "cross" it, you're now "recreating" on state land and the permit is required. I can't speak to any other areas of the state, but I know that Mohave County Sheriff's do enforce it on State Trust land around Havasu, and I do know of a few people who have been cited for not having the permit (mostly in the trails/dunes north and west of the Desert Hills Fire Department station). I gladly buy the permit every year, the 20 bucks a year is a lot cheaper than a citation.

As far as where the MC is placed on the plate is a mystery to me since they're all different even if the registration is primarily off road.

If I drive 300 miles in the dirt one month and then take a 5 mile ride on the street one day to get an ice cream, how is that not "primarily off road"? And who could determine what percentage of your driving you're doing off road vs. on road unless they're following you around?

I've talked to several LEOs from Lake Havasu City, Mohave County Sheriffs and Arizona DPS. They said the only way they can tell how your RZR is registered is if they stop you and get your registration card in their hand, where they can then see what fees you paid when you registered. I asked the LCHPD Officer what ARS section they would use to cite somebody for driving on the street when they were registered primarily off-highway (with an MC plate), and he said he didn't know of any violation of ARS which would cover it as long as you had an MC plate, and that the PD couldn't care less about RZRs on the roads unless you're making an ass of yourself and attract their attention.


I've seen several urban legend stories about people being cited, with the supposed fine varying anywhere from 300 to 700 dollars. I have yet to see anybody come up with an ARS section they were cited for, or could be cited for. Until I see one, or find one myself in the ARS, I'm calling BS on the whole thing.

I've read through Title 28 of the ARS (which is the laws in Arizona governing the operation of vehicles) and I've not found anywhere that it even discusses UTV registration, and certainly nowhere detailing what particular highways/speed limits you can ride upon. I haven't found anything discussing the primarily on-highway vs. off-highway registration, any limitations or definitions of what "primarily" is, nor anything saying you can only ride to trailheads or gas stations, but not to the store.

I've had primarily off road registration for over 5 years now and ridden on every stretch of hwy no matter the speed limit without issue.

Maybe if you asked a cop in downtown phoenix he would have a different answer for you .lake havasu is a special place . Secondly it's very clear when your driving back from ace hardware with a propane bottle that you were not coming to or from a ride in the desert . I only have the part time on road sticker too . I wish they would do a visitor sticker to allow for on road use . It's starting to get expensive for the few times I ride out there

Well, thx, it’s just not me, I cannot find anything , in writing, that states limitations. I do primarily do off road, but, I would like to know , when I do make a run up the 95, to hanger 24, or am in a hurry to get to the trailhead just north or the airport, that I’m not ruffling any LE feathers.

MC letters side by side is limited road use. MC letters stacked is full road use. Limited use is travelling on road from trail head to trail head.

The rest of Az we’re left alone.

In Nevada love to cruise over the Avi bridge to the Bullhead bars and Culver’s burger joint, pick up groceries on the way back.
No Leo issues at all.

Utah no hassle what so ever, Nevada up to a block or two to refuel.

Calif it’s like the golf cart rule - the town votes on it is what I’m told. Dunno the straight fact just the scuttlebutt.

Randsberg residents voted ok so in town the CHP has left us alone. CHP along the 95 is zero tolerance on anything and anyone.

Auburn trails no problem either.
I’m sure it’s not as easy as I’m told though.
Might all just be dumb luck.

Any more SXS fatalities in LHC you can bet we’ll see changes.

I just got my new registration and since I don’t drive much on the street around Havasu, I went with the partial on this car.
I will run it like this until I hear that they start cracking down or when I start seeing more street time.

Utah just passed the same law as Arizona . You now need there ohv sticker as guest . Also when we were stopped in havasu our friend with out a plate was given a ticket for the plate violation but the cop said it's almost 1k dollars for no insurance .
I omitted that. The sticker is easy to get sold everywhere you find OHV vehicles. We always get one.

I have a full-size plate on my buggy as it exceeds 1500# i believe it was. I still am yet to figure out if i need these stickers, as I’m considered a regular vehicle on the roads etc.

The weight limit has changed to 2500#. The weight limit in 28-1177 A.2 was revised in 2018 by SB1208
When the 4 seat can am first came out it was over the 1800# limit and subject to the full on road registration and full VLT.

It's my understanding that if you're over 2500# then you are no longer considered an OHV and can not even purchase the sticker for your vehicle.

Thank you for the info and pics of the different plates!

my neighbor says the 2 tickets given out the most are speeding and Insurance. They have a computer link to check your insurance and make sure it’s up to date.
