Mainly because there are just shy of 80 different individual items on each Maricopa County ballot combined with dozens of different ballots depending upon city and legislative boundaries and some luddites refuse to comprehend proven technologies because they think Hugo Chavez programs from the grave.
It is the ignorance of conspiracy theorists who actually prevent timely and accurate results.

Maricopa's slower pace comes despite Arizona being one of 12 states that allow processing and counting of mail-in ballots ahead of Election Day, while Pennsylvania is one of 23 states which prohibit that count from taking place until the day itself.
