Around 2005, NASA contracted $400m for development and 2 test flights in 2010 and 2012. By 2008 the program was far enough along that NASA signed a contract for 12 flights at like 130m a flight. SpaceX delivered 23 flights by 2020 when original Dragon was retired.

In 2014, NASA went looking for a manned system to go to iss. Of course, NASA went looking to the most experienced, right? Actually, they went to Boeing, and paid $4.6b for 2 successful test flights, and 6 operational missions. They also paid almost 300m for "flexibilities" and gave Boeing almost $400m to rent seats on Russian spacecraft because of delays. Operational flights were supposed to cost something like 350m per flight. As of today, the first unmanned test flight did not get to the Iss. The second got there but with multiple thruster failures. The first manned test got there but with so many failures they elected to leave the astronauts in space for a year instead of risking their return. That system has not been certified, and probably won't be certified. The 6 operational missions will not happen.

By comparison, NASA also awarded Spacex a contract for 2.6b to build a manned capsule for ISS. Spacex successfully launched unmanned in 2019, manned in 2020, and has now signed multiple contracts to continue sending crew missions. 9 so far, 10 is on the pad in Florida. Spacex also redesigned the cargo capsule to carry more at lower cost, now like 110m per launch. NASA did get smart and award Spacex the contract to design a dragon that will carry only engines, to deorbit the ISS around 2030. That will be right around 900m for a 1 time use vehicle.
