CA population is almost double FL, and yet CA has almost triple the number of tests per 100K, and about half the positivity rate.. Which means more people are sick in CA than FL per 100K, and the FL population is on average much older and more susceptible to succumbing to the virus.

Seems to me like mandating individual freedom where necessary is the right move.
