A brief...very brief...overview of the concept is essentially serfdom. Royalty, in this case through money, not bloodline, would control the rest. It is said to be global, no longer by country. A given country may still have it's "leadership", but one that is ultimately controlled by those few ruling groups. The rest of us common folk, will be given only what they feel we need...in terms of possessions, money and freedoms. A group is very easily controlled when they have no means to rise against those in charge.
