It fails to account for this strange daily phenomenon commonly referred to as Tidal Change. This occurrence, depending on the area, can vary several feet.
At our dock in Mission Bay, I've seen a 7 foot variation and it's really weird when the white caps on top of the dock pylons are at your feet, then hours later towering above your head.

If one checks with NOAA, the agency tracking this shit, we learn that on Battery Island sea level has risen approx 1.1 inches per decade and about a foot in the past 100 years.
Shocking ? Hardly, but tidal gauges do provide a far more accurate representation than do irrelevant pictures for a comparison.
