I have a 23’ ultra. Does good 95-% of the time. Saturday afternoon on a holiday weekend sucks. But with tabs. Go slow and enjoy the ride. I cruise mostly at 40-45. 95-% of the time.
Also have a 23 ultra and it does well. Very glad we bought the 23 though as we had originally been looking at 21’s and there is a big difference when it starts to get rough.

Very subjective topic. Really depends on what you consider handling the rough.

I’ve had a 24’ deep V on havasu and Powell for 3 years and it handles any water great.

Two things I’ve realized through smooth and rough waters.

1. Quality manufacturers boats rattle less. Everything is tighter and you feel it.

2. Freeboard matters. It’s harder to get in and out but the trade off is worth it in rough water.

Advantage Citation would be another to look at/for. Lots of freeboard in those.

We run a Hallett 255 which is the same bottom as the 240. I use the tabs a lot in the rougher stuff and get right through it. Great size to also run in Parker.

The Lavey Craft 24 NuEra does great in the rough water, and their 21 XCS or XtSki for the 21-25’ category but the 24 is much better.
Their 24 and 21 have both raced in the offshore circuit so they must do pretty good.

Essex makes some badass boats, but most people don't sell them. Hard to find. It's my next boat, even the 21 rides better than pretty much anything besides a Schiada and Hallet I guess
