They are passive, not active.

They do not prevent speeding. That’s up to the driver.

Anyone who speeds excessively today is certainly not going to slow down just because a warning is displayed.

Big deal-

Mom had a 1962 Buick Skylark that had Speed Alert. Little knob near the speedometer that you would set to what ever speed you wanted it to go off. Had an extra needle with a yellow ball at the end.

When you hit that speed or above, the alarm would go off. Kind of a sick sounding buzz/beep.

Rental vehicles especially (and newer ones as well) today are able to be set-up with different limiters of choice vs stock OEM with warnings that you are approaching the max set limits via dash read text and warning horns both before and once hit.

It's all controllable for the vehicle owners in certain settings that can be locked out from others, etc.. Form the article, (In the E.U.’s initiative, drivers are “always in control and can easily override” the intelligent speed assistance system.)

Super muchalada love Mom, and her succession of Buick Riviera's. Pasadena, L.A. circa early-mid 60's.
Blue/white. White/blue. All. 4 total. Dinner in Chinatown, done and bounding out into the parking lot, (us 2 kids, me and my kid sister,) we pile into the first unlocked White/blue Buick Riviera there, and the ignition key does not work. I look around in the car, I look over. "Um, hey Mom..." Love You!

I own a car that was built for Japan in 1990. It came with a bell that starts to chime at 62mph (100kph). It also was limited to 276hp from the factory, but there was a white line printed on the hose to the boost regulator. If you unplug the bell at the relay box, it shuts up. And if you take the hose off the boost restrictor, cut it at the white line, and reinstall, it makes 320hp on the factory computer. Something tells me this will be similar.
