I think that pertains to advertisement type flags and banners. But I’m not sure I tried to look at it but I’m on my phone and it’s hard to read. If that’s the case they’re probably violating the standards at the fire stations and police department.

I realize that’s probably the case, I tried to look it up on the link you provided but it’s too difficult on my phone I couldn’t find anything pertaining exactly to the US Flag. I just remember several years back there was a big controversy over the advertising flags that you see all over town.The code is different for residential vs. non-residential properties.
