And have a license for 6 months to be considered a resident to register a boat.
You do not need an AZ Drivers License to register your boat in Arizona. You only need a Utility Bill in your name linked to an Arizona Address. That is what I was told by Game & Fish anyways.

Life seems very complicated for you Californians.
No kidding. I bought my guns anyway I can get them and don't tell any government at all. I was sure not going to do any of that tell the CA doj anything stuff.

Ca handgun roster only applies to NEW handgun sales. That's why used guns in Ca don't have to be on the roster to be sold, they are not new.
Whatever you do, if you buy a gun in Az and bring it into Ca, make sure its Ca compliant based on assault weapon "features". Roster doesn't apply here, just features. Buddy bought an AR and Judge in Az and brought it to Ca where he lived at the time... he is now a convicted felon with 2 strikes. Middle class white kid with no record that didn't pay attention to the rules.

My 2 cents on the buying guns deal... First penny.... My CCW instructor told me "Why chance it, is a fine line and CA is always looking for a way to FUCK you out of gun ownership. If you buy private party in AZ, keep the gun there or jump through all the hoops CA and DOJ makes you go through to transfer it here legally, but dont think that having an AZ ID has you covered to buy whatever you want and bring it home... Your full time residency is CA and they will use that against you if they get the chance..". So thats what I have done, buy private party and leave it there.

Second penny... My neighbor out at the river decided to go against the above advice and got his AZ "ID"... started going up to Havasu a few times a year and buying all the cool shit us CA guys cant buy. About 2 years, 30 fire arms, and a metric ton of ammo later 2 ATF officers out of Phoenix show up out at his river pad on a Wednesday asking who and where he is and if he lives here. At the time my dad was living in my house so they came and knocked on the door. Quick on his feet, my dad tells them "Yeah I thinks so, he is recently divorced and this is full time house as far as I know. He's a longshoreman and works a lot and comes up for a week or so and goes back and works for 3 to 4 weeks straight...". Dad calls me, told me what went down. I called him and it started a whole Benny Hill scene of him running around like a chicken with his head cut off the next 3 days trying to make it look like it was his full time residence. Had to meet with the ATF and calm them down, they ended up being more concerned with his actual purchases than his full time residency. Thought he was straw purchasing firearms since he went from not being on AZ/DOJ/ATF radar to "Whoa, who the hell is this guy and why is he buying all this shit in a short amount of time".

So my advice, if you do get it and start buying firearms, TAKE IT EASY!!! Dont go buying baker dozens of cool shit in 3 trips like my buddy did. Hahaha

Did not read through the entire thread. A friend, and co-worker with the FD moved full time to Havasu. Our department in California required a California driver’s license so he had to get an AZ ID card so he could prove residency in AZ. Depends on what you are trying to do?

I said AZ D.L. to get Resident registation fees. Which are a lot less than non resident fees. Do not need DL to register as non resident just az ID
