That it the amount of extra money taken from Californians in the form of taxes. This means all items in the approved budget are paid for and they have 97 BILLION dollars laying around. This equals 2,500 dollars to each person in California.

So is the California government working on giving it back to the taxpayers they took it from? Nope they are figuring out how to redistribute your money to everyone but you. Wow the people of California sure know how to screw themselves with the leadership

The left and media lapdogs flexing on this $98 billion "surplus" is absurd.

California is broke, basically undeclared bankruptcy. $1 trillion in debt and under-funded pension.

It sure makes a nice headline for the upcoming elections though.
