Whenever I read threads like this the answers are always interesting to read. So many opinions, differences in local codes, and installation practices. Coming from California I installed as Aaronschiada said. When I moved to Phoenix it's like the wild west of plumbing. I've been failed for sleeving PEX the few times I ever pulled permits. Permits here are basically non existent unless it's for gas. And even at that inspectors rarely visit the job site. You get a call asking if you did it right and they sign it off that way. PEX is to be direct buried here, no sleeving, no insulation on PEX in attics. No isolators through studs. Totally different practices. Took some getting used to. I will say this, with Az's God awful water we rarely see any failures on PEX. It's 99% uponor/wirsbo here. If anything a fitting with very high stress on it will crack. The direct bury PEX also rarely any failures. I know that's not the purpose of sleeving but still worth noting. Kinda surprising with the very poor installation habits here there isn't constant failures. That being said, I wish there was a way to get more contractors to give a shit, or learn how to do it right
Also, I am a service plumber here not new construction. Still generally the same practices, if not worse. And copper stubouts are very rare as well. They just roll the PEX out the wall through hold rites and use the white push pull 1 piece plastic stop/flex
