I think in Havasu you can have sub panels the are 'lower values' (but not equal to) than the main/inlet panel. I have a 200 coming in, a 100 to the garage, and a 125 to my 'indoor-outdoor room'. If you are running a 'union sweat shop' then, yes go with a 400 main, but I have not had problems and I run 'three phase machines' in my garage while all the A/C units blaze . Just don't ever jump up and go for a 'demand meter' like those used in the "M1" areas. The charge rates for those meters are not friendly to anyone who is not into heavy production industry .
