They follow what ever the local jurisdiction is. They enforce all laws( always crimes, infractions if you piss them off/ hot issue)
We have zero tolerance as well as .05 for quite some time in BC. Latest is, government gave the police green light to stop any drivers to check for DUI as they please. Where I live is vine country with hundreds of tasting vineyards.If you driving to these establishments, taste and spit only if you don't want to end up in jail.

I got one in parker years ago.I was told by the sheriffs then that at .05 and up its up to officer based on your fst.Also probation stated that anything .05 and over i was gonna be considered impaired to them.Under .04 your were fine .08 and up your impaired by law.Inbetween those its up to officer.So in other words keep quiet dont talk or do fst but you still cant refuse the official test at station.
The Supreme Court has said community safety out weighs an individuals right to freedom. Police here can stop at any time to check properly registered vehicle and licensed driver. The new one is they can now demand a breath sample. Before for breath they needed reasonable suspicion. I.e. smell alcohol in the car. Our 0.5 is a non criminal DUI.
