Edit: Some of it may have been linked to where the phone number originated...the wife got the alerts for SaMo north of Montana, because that the address that was used when she got her phone number years ago. Last year a state employee was conducting a tour of the emergency services office for the county. They entered a zip code, which brought up a map. It showed the area, and cell towers. The computer could then send a text to all cellular devices in that area.
