No, they said the opposite. The laws restricting machine gun ownership identify those weapons by the fact a single trigger pull allows continuous firing. The majority wrote that the bump stock does not make a semi-automatic rifle a machine gun, because it still requires a separate trigger pull for each shot. That the bump stock allows rapid fire similar to a machine gun does not make the rifle an automatic weapon as defined by the statute.

The decision was not a ruling that bump stocks are legal, it said the difference between an automatic and semi-automatic rifle is clear, the trigger pull being the relevant issue. In other words, the court didn't address the bump stock issue, it ruled that the law defining an automatic rifle hinges on an single trigger pull.

The majority was clear that the legislative branch has the responsibility to pass a new law if the desire is to classify the bump stock as a modification that makes a semi-automatic rifle an automatic weapon.

The majority has ruled in several other decisions that the administrative state does not have the authority to make interpretations of laws on the books. Changes in laws that surround constitutional questions must be codified into law by Congress.

The court will be ruling soon about this issue in another case.
