Personally (and professionally) I don't see one bit of difference between a bunch of punk gang bangers tagging public property or a bunch of "responsible" boaters tagging public property.
Either way you look at it, it's vandalism.

What if it is done in a tasteful manner?
Maybe instead of "RD SUX" there should be stickers saying "VANDALISM SUX."
Someone has to clean them off or replace them. Usually a Government body, or in the case of the Keys, the Homeowners Association.
That means higher fees for boating, higher taxes or higher HOA dues.
Not to mention that if the markings on the buoy are obscured, there may be a defense to a violation. Or that a person won't abide by the restriction and go blasting through the Keys, damaging moored boats. Or they may not know that they're entering a dangerous area, (rocks/hazard) Dam or swim area.
One little buoy may not seem like a big deal, except that we see this on a lot of buoys on the River, Lakes, and waterways across the Country. It takes literally millions of dollars annually to maintain just the inland Navigational Aids.
