I am looking to trade my Harley for another Harley that someone is trying to sell. The concern I have is that the other owner doesn't have the title in his name (supposedly it's in the previous owners name). Also the bike is registered as non operational.

What problems could this create for me?

It's called title jumping. Leaves you on the hook for any and all back fees and taxes. Tell the seller to go get title and current reg before you complete the trade.

Depending on what state, the DMV might go after you for sales tax from the first sale.

ya this is kinda what I was worried about since I have heard horror stories where they have to pay like 3k in fees

Ya that what I am afraid of, the guy said he was going to AAA to get it sorted out so I will see what happens

Cars and trucks I've only had one issue with, and it was wife's cousin selling a car that he left in my name
Bikes, especially Harley's, I wouldn't even think about doing anything without everything on the title being perfect. Maybe it's on the up and up, but why does someone want to trade out with a problem title already? That's the first thing you get square, either to ride or sell.
