Wouldn't less drag on a trim tab make it less effective in doing its job?

They don't work by creating drag. They work by lifting the transom which thus forces the bow down because the lift is being applied behind the center of gravity. The bow being dropped into the water will create more drag just by having more surface contact. But if the drag can be reduced on as many running surfaces as possible (trim tabs included), it would result in more efficient performance.

the idea for stepped bottom hulls dates back to right after the civil war. Speed boats started to use them around 1910.

Old tech, new application. Pretty cool to see clip though.

Less drag when tabs are deployed in heavy seas and less stickiness leaving and re-entering the water.
