Most of the land around the city is AZ trust land. That is the land they sell to put in all the homes that are around the city now(cherry tree).

Havasu is virtually surrounded by State Trust Land. In most cases, once you cross it you can end up on BLM, Forestry, NP land or even another City. You can get the maps and explanations at land.az.gov

If I say no, someone will argue with me that their uncle’s housekeeper’s 2nd cousin got pinched for not getting the permit one time and was told there is heavy handed enforcement.

I will tell you no one I know of personally has the State Trust permit.

You are legally allowed to drive across State Trust land without a permit if you don’t stop for “recreation”. If you are stopped and doing nearly anything, you could be pinched.

So if you get rolled up on, slash your buddies tire and say you are fixing a flat .

EDIT: Violation is listed as a class 3 misdemeanor with a max of $500 fine and/or up to 30 days in jail.

I’ve ridden on AZ state trust land since was was 7 years old, both with and without permit. And I’ve never been asked for a permit.
Like anything else if you give them a reason to enforce it they will. If you act accordingly you won’t have a problem. Go use the land. Just don’t be a shit heel about it.

Our ranch area is mixed private and large parcel squares of AZ State Trust Land. A couple of years ago they came up there and using various means block off any access to the washes we've used forever to access the state land adjoining our properties, often as short cuts.
It's not like we were hurting anything, because every summer monsoon flushes them out like a toilet, often moving boulders the size of a mobile home.
We screamed no fair, public land, we demand access ---- Not so apparently.

What is State Trust Land? State Trust Land is not Public Land. Trust land is different from public land such as parks or National Forests, in that Trust Lands are managed by the Land Department to generate revenue for 13 specific beneficiaries.

• A recreation permit is NOT required to cross state trust land with a registered motor vehicle (Not an OHV). However, once you stop the vehicle, you need a permit. If you don’t have a permit, you cannot stop to stretch your legs, take pictures, fuel up, nothing! The likelihood of not stopping is slim to nothing in some large trust land parcels.
• Off-Highway Vehicle users and passengers are required to cary a State Trust Land Recreation Permit plus the OHV sticker to use State Trust Lands.
• A group recreation permit is NOT required if everyone has an individual permit. Group permits are intended for groups of up to 20 people who don’t have individual permits. The group permit is good for a one-time event no longer than 5 days. For example, the host of a birthday party can purchase the group permit on behalf of the attendees who do not have their individual permits.
• A special use permit is required for organized events. Whether it is for-profit or non-profit, any event that is advertised publicly must obtain a special-use permit. A special-use permit takes months to approve and is not cheap. It requires the use of toilet facilities and many other special requirements. This includes public events organized over Facebook, Twitter, or any other social media platform.
• Arizona State trust land permits are required for the individual, not the vehicle. Each person must have a permit while visiting state trust land unless a group permit is available. You can purchase an individual permit or a family permit. The family permit will cover two adults and two children. Both the family and individual permits are valid for 1 year.
• A recreational permit IS required to park, stand, hike, photograph, mountain bike, camp, geocache, use an OHV, unload your trailer, park your motor home, or any other recreational activity on State Trust Land. As soon as you stop your vehicle, you are required to have an Arizona state trust land recreation permit.

I don't know of anywhere in Lake Havasu where one can be purchased, I believe online is the only option.
Family permits gets two adults and minor children. If you have a large family with older kids, I guess you guy two or three family permits ?
