Good Mercruiser I/O repair shop in SouthWest

Took my boat for a diagnosis of water in engine, they said rusted spark plugs so needs whole new engine. I asked what the compression test results where but they said doesn't matter as rust would be in piston etc. Now I know you can save rusted engines etc
My question is what should a new/remanufactured/rebuilt mercruiser 350 mpi cost?
Who is trustworthy?

I live in SoCal temecula but I would drive as far as Lake Havasu for right price and a good shop.
I was quoted 16k for a remanufactured in San Diego.

That's what I would assume one cost. 6-10k. 16k seems expensive.
